Florida High School Financial Literacy Standards & The 3 Phases of Wealth
In 2022, Florida passed the Dorothy L. Hukill Financial Literacy Act, requiring a ½ credit in Personal Financial Literacy and Money Management for high school graduation. This standard applies to students entering 9th grade in the 2023–2024 school year and beyond.
Here’s how Florida’s standards support the Three Phases of Wealth every student should know:
Phase 1: EARNING MONEY
“Trading your knowledge and skills for income.”
Florida Standard Covered:
Standard 3.0: Identify sources of income such as wages, salaries, and commissions.
Standard 4.0: Demonstrate an understanding of the connection between education, career choices, and earning potential.
Students learn how their skills and career paths directly impact income. They explore budgeting, tax forms, pay stubs, and how to make smart employment decisions.
Phase 2: SAVING MONEY
“Saving is about paying yourself first.”
Florida Standard Covered:
Standard 7.0: Describe the importance of saving for emergencies, short-term and long-term goals.
Standard 7.2: Compare savings options such as regular savings accounts, CDs, and money market accounts.
Students are introduced to savings strategies and the importance of habitually setting aside money to reach financial security.
Phase 3: INVESTING MONEY
“Let your money work for you.”
Florida Standard Covered:
Standard 8.0: Explain the impact of investing and how compound interest works.
Standard 8.2: Differentiate between investment vehicles such as stocks, bonds, mutual funds, and retirement accounts.
Students learn how to evaluate risk vs. return, build wealth over time, and understand the power of compound interest.
