Defending Liberty. Limiting Government. Protecting Floridians.

The Republican Liberty Caucus of Florida has released its 2026 Legislative Agenda in advance of Liberty Lobby Days, outlining a clear, principled roadmap rooted in constitutional conservatism, individual liberty, fiscal responsibility, and accountable government.

This agenda is not about party labels—it’s about policy outcomes that protect citizens, taxpayers, families, and constitutional rights.

Below is a breakdown of the key bills the Republican Liberty Caucus of Florida supports and opposes, and why they matter.

Bills We Support

Employment, Elections & Government Accountability

HB 197 – Employment Eligibility (E-Verify Expansion)

Sponsors: Reps. Berny Jacques & Kiyan Michael

Requires all private employers—including small businesses—to use E-Verify. This strengthens lawful employment, protects American workers, and enforces existing immigration law.

HB 139 – Adverse Personnel Actions & Ethics Complaints

Sponsor: Rep. Patt Maney

Protects whistleblowers by prohibiting retaliation against individuals who report ethics violations. It reinforces transparency and accountability in government.

HJR 27 – Term Limits for County Commissioners & School Boards

Sponsor: Rep. Jeff Holcomb

Proposes a constitutional amendment to impose term limits, ensuring fresh leadership, reducing entrenched power, and restoring citizen control.

Taxes, Property Rights & Fiscal Restraint

HB 149 – Maximum Millage Rates (FY 2027–2028)

Sponsor: Rep. Ryan Chamberlin

Reforms how millage rates are calculated, signaling a path toward property tax relief and pushing back against runaway local taxation.

Public Safety & Constitutional Rights

HB 95 – Security Services on Religious Premises

Sponsor: Rep. Doug “JJ” Grow

Allows trained volunteers to provide armed security at churches and religious institutions—protecting worshippers without unnecessary bureaucratic hurdles.

HB 133 – Minimum Age for Firearm Purchase or Transfer

Sponsor: Rep. Tyler Sirois

Restores constitutional consistency by lowering age thresholds and removing restrictions that infringe on lawful firearm ownership.

HB 6029 – Risk Protection Orders (Red Flag Law Repeal)

Sponsor: Rep. Tyler Sirois

Repeals firearm surrender requirements tied to risk protection orders, addressing due process concerns while preserving public safety mechanisms.

Election Integrity

HB 985 – Voter Registration & Identification

Sponsor: Rep. Berny Jacques

Strengthens voter ID requirements, verifies citizenship, and tightens vote-by-mail safeguards—protecting one citizen, one vote.

Health Care Freedom & Transparency

SB 1158 – Drug Prices & Coverage

Sponsor: Sen. Erin Grall

Introduces international drug price reference standards, increases transparency, and limits excessive reimbursement costs.

HB 917 – Health Care Freedom

Sponsor: Rep. Jeff Holcomb

Prohibits discrimination based on vaccination status, expands conscience protections, and restores patient-provider autonomy.

Immigration & Public Benefits

SB 1380 – Unauthorized Aliens

Sponsor: Sen. Jonathan Martin

Restricts public benefits to lawful residents, mandates E-Verify compliance, and strengthens enforcement against illegal employment and fraud.

Bills We Oppose

HB 991 – Elections

Sponsors: Reps. Jenna Persons-Mulicka & Tommy Gregory

Creates an “unverified” voter status that could disenfranchise eligible voters.

RLC would support this bill only if:

  • The hand-count strike language were removed

  • HB 985 voter-ID standards were fully incorporated

SB 782 – Health Care Freedom Act

Sponsor: Sen. Shevrin “Shev” Jones

Despite its title, this bill expands state involvement in health care mandates, funding, and reporting—undermining conscience protections and increasing bureaucracy.

Why This Agenda Matters

The Republican Liberty Caucus of Florida’s 2026 agenda reflects a consistent philosophy:

  • Liberty over bureaucracy

  • Citizens over government

  • Constitution over convenience

  • Accountability over career politics

Liberty Lobby Days gives Floridians the opportunity to engage lawmakers directly, advocate for principled legislation, and remind Tallahassee that power flows from the people—not the other way around.

Final Thought

In an era of expanding government and shrinking accountability, the Republican Liberty Caucus of Florida is drawing a firm line in defense of freedom, property rights, election integrity, and personal responsibility.

This is not about politics as usual—

This is about preserving liberty for the next generation.
